SH1/29, signed off as the work happened

Downer delivers transport, utilities and infrastructure projects across Australia and New Zealand. On the SH1/29 highway upgrade, the QA record moved from paper to CONQA. After SH1/29, Downer took it to every major project.

“CONQA didn’t just digitise QA, it changed how we work. Our teams are more efficient, our clients have greater confidence in the product we deliver, and we’re setting a new standard for infrastructure delivery.”

Craig Lingard, SH1/29 Project Manager, Downer

The job

Highway work answers to a stringent standard. Every lot on SH1/29 had to meet spec, protect the client’s interests and hold up at handover. Downer already ran strong QA – the point of CONQA was speed and visibility, because a centralised process left site teams waiting on the QA function while the record trailed the work.

What changed

CONQA went in alongside The Downer Standard, so compliance held while the manual paperwork went away.

  • Site teams and supervisors capture QA on their phones as the work happens.
  • Every task is verified before the next one starts.
  • Sign-off stopped being one team’s queue and became part of the day’s work on site.

QA moved from a centralised, sometimes bottle-necked process to one the whole delivery team runs in real time – wider responsibility, better visibility, clearer accountability.

What the client sees

The client’s rep watches QA progress in real time instead of asking for it, and the digital record is itself the evidence of compliance. Site crews spend their time on the works, not chasing paper forms.

“Our site teams are focussed on delivering the works to programme and to succeed, we must complete our quality documentation as the work proceeds. CONQA provides a straightforward and dependable way to achieve this, enabling our crews to capture QA data in real time and allowing managers to track progress with clarity. The CONQA team handle the setup, rollout, and creation of digital ITPs, making onboarding fast and efficient requiring minimal involvement from I.T.”

Cameron Hyndman, National Lead for Digital Engineering, Downer

Since then

SH1/29 proved the model. Downer has extended CONQA across its major projects, and the quality team is using it to shrink the slowest part of the job – handover.

3 mo30days

The project-handover target, with the pack building as the work happens instead of piling up at the end.

“Initially it would take around 3 months to complete a project handover, my goal is to have that reduced to 30-days.”
